The Jane Addams Homes (left), completed in 1938, were constructed under of Franklin Roosevelt's Public Works Administration. The CHA established quotas to keep the racial composition of the development mixed. Residents formed social clubs and enjoyed a friendly and open atmosphere they had not experienced elsewhere. Today much of the subdevelopment is in disrepair, with numerous code violations. The Julia C. Lathrop Homes (right), completed the previous year,

have not deteriorated so extensively. Located on the Chicago River in an upscale part of town, the residents of these projects were once almost entirely white and were one of the targets of a lawsuit charging the CHA with racial discrimination.
